We are not going back – Il comunicato dei migranti / Migrant’s Statement [ITA-FR-ENG-AR]

A giugno il governo francese decide di chiudere le frontiere con l’Italia. In risposta a questo blocco tra Ventimiglia e Mentone un gruppo di noi ha deciso di resistere sugli scogli, manifestando la volontà di non fermarsi, di rivendicare la libertà di movimento e l’apertura delle frontiere.
Alla protesta si uniscono molte persone provenienti da tutta Europa. Da qui nasce il Presidio NoBorders, spazio di resistenza ed autogestione, in cui migranti e solidali vivono insieme ed insieme lottano contro la violenza del confine.

Da giugno la protesta non si è fermata: ogni settimana il Presidio NoBorders manifesta davanti alla frontiera contro gli abusi della polizia di confine e le violente pratiche di respingimento. Rastrellamenti, fermi, detenzioni estenuanti sono all’ordine del giorno sulla frontiera franco-italiana. Quotidianamente alla stazione di Menton Garavan molte persone vengono fatte scendere dai treni, sulla base del colore della pelle e deportate alla stazione di polizia di Frontiera (Paf). Qui attendono per ore, chiuse in containers, senza ricevere informazioni, acqua e cibo. Arbitrariamente la polizia decide se rilasciarli in Francia o respingerli in Italia, dando luogo ad un assurdo “ping-pong” umano.

Siamo fuggiti dalla repressione dei nostri paesi verso l’Europa in cerca di una libertà che ancora una volta ci viene negata. Quel che accade alla frontiera francese è solo una parte di un percorso ad ostacoli che inizia sulle coste del Mediterraneo, dove sin da subito il mito dell’Europa “terra dei diritti” svela il suo volto ipocrita e repressivo. Dov’è la libertà di cui l’Europa si fa vanto quando innalza barriere di filo spinato e indifferenza? Quale attenzione ai diritti umani se la risposta alla domanda d’asilo è il respingimento? Fuggiamo dai campi profughi del nostro paese, nel quale ci viene negata la libertà di movimento, per approdare in un’Europa che ci riserva lo stesso trattamento.

La maggior parte di noi fugge dal Sudan, paese lacerato da una guerra civile in cui dittatori corrotti hanno fomentato conflitti tra etnie, dividendo così la popolazione e perpetuando i loro abusi di potere. In Sudan un partito unico governa da 26 anni; il diritto all’istruzione, alla sanità e ad una vita degna è garantito solo ad una piccola élite. Ogni forma di dissenso è duramente repressa, ma anche la quotidianità è pervasa dal terrore. Rapimenti, carcere, torture, stupri sono gli strumenti di cui il governo si serve per esercitare il controllo ed arginare ogni forma di opposizione. L’accesso all’istruzione è appannaggio di chi si dichiara filogovernativo; la corruzione è così radicata per cui anche curarsi diventa impossibile per chi non ha i mezzi.
Anche in Eritrea si vive nella paura costante dei mercenari armati del governo, che obbliga alla leva militare sin dai 14 anni. La nostra storia è comune a tante altre persone, africane e non , che vedono nell’Europa un rifugio sicuro e la garanzia di una vita degna. Invece, con il suo silenzio complice, l’Europa non solo alimenta e asseconda regimi dittatoriali corrotti nei nostri paesi d’origine, ma chiude le porte a chi da questi regimi cerca di fuggire.

Ed è a quest’Europa che, dal presidio No Borders di Ventimiglia, chiediamo:
-l’immediata apertura della frontiera franco-italiana e la libera circolazione all’interno degli stati europei anche per chi non è cittadino comunitario. Perché i cittadini europei possono circolare liberamente nei nostri paesi, mentre noi qui incontriamo solo confini invalicabili?
– agli stati europei di ammettere le loro responsabilità coloniali nell’aver reso l’Africa un campo di battaglia per lotte intestine favorite da leaders corrotti e facciamo appello all’opinione pubblica affinchè faccia pressione sui propri governi per porre fine al suo silenzio e smetterla di alimentare con armi e finanziamenti regimi dittatoriali
– la revisione del trattato di Dublino III che vincola la domanda di asilo al paese di arrivo, in cui spesso veniamo costretti anche con la forza a rilasciare le impronte digitali. Molti di noi hanno parenti ed amici in paesi che questa legislazione ci impedisce di raggiungere.
– il rispetto del trattato di Ginevra e la garanzia che ci vengano riconosciuti quei diritti di cui l’Europa si fa portavoce
– chiediamo ai governi europei, dal momento che fanno continuamente appello alla tanto decantata “legalità” di rispondere del trattamento violento e repressivoche la polizia ci riserva: sono “legali” le identificazioni forzate, i maltrattamenti? Sono legali le minacce, le percosse della polizia? È legale il continuo processo di criminalizzazione a cui veniamo soggetti appena sbarcati in Europa?
– ai giornalisti di dare voce alle nostre storie oltre gli stereotipi e di denunciare le condizioni disumane in cui viaggiamo anche all’interno della stessa Europa.
L’accoglienza che ci aspettavamo dall’Europa l’abbiamo trovata nelle singole persone, non nei governi. Insieme ai fratelli e alle sorelle del presidio No Borders rivendichiamo la libertà di movimento e l’apertura di ogni frontiera.

WE ARE NOT GOING BACK!
I Migranti del Presidio No Borders Ventimiglia

In June 2015 the French government decided to close its borders with Italy. In response to this closure, between Menton and Ventimiglia, some of us chose to resist on the rocks near the border, showing the will not to stop, claiming freedom of movement and demanding the opening of the border. Many people from all over Europe joined our struggle and in this way the Presidio No Border was born, a space where migrants and activists live together and resist the violence of the border. Since June the struggle keeps on going, every week the Presidio demonstrates at the border against the violent practice of denial of entry to France.

Frequent controls, stopping and detention of people are now every day practice at the italian-french border. Every day in the train station of Menton Garavan many people coming from Italy are being stopped and forced to leave the train according to their colour of skin and are deported to border police station. Here they could wait for hours without access to food and water and without being given any further information. Randomly the police chooses either to release those people into France, or to push them back to Italy, creating an absurd human ping pong game.

We escaped from the repression in our own countries to go to Europe, looking for freedom which is denied to us once more. What happens at the French border is just one step of a troubled path which starts at the Mediteranean coast. Here on this coast we experience very soon that the myth of Europe as a “land of human right and freedom” shows its hypocrite and repressive side.

Where is the freedom that Europe is so proud of, when actually it is constructing fences of iron and indifference? What happened to the human rights if the only answer to the asylum seekers is the refusal of their demands?

We escaped from refugee camps in our home countries where we were denied freedom of movement in order to reach Europe which, now, treats us in the same way that we were treated at home.

Many of us escaped from Sudan, where the civil war is still going on, where corrupt dictators have fed ethnic conflicts, have separated the population and go on abusing us. There is only one political party in Sudan which is reigning the country for 26 years; education and access to health care are available to only a small percentage of the population. Each form of opposition is brutally repressed, but also our daily life is full of terror: kidnapping, random jail sentences, torture and rape are tools that our government uses to control and repress us. Education is available only to those who are friend with the government and corruption is so strongly rooted in daily life that even for accessing the health care system you have to pay bribes.

In Eritrea people live in common fear of armed government forces. Military service in Eritrea is compulsory for both, women and men, at the age of 14. Our experience is shared by many other people, Africans and non-Africans, who are seeing in Europe a save shelter and a guarantee of a decent life. Opposing to this, Europe is contributing to the situation in our home countries by staying silent and in this way supporting our corrupt government and in the same time closing its doors for those who want to escape from these regimes.

To this Europe we are demanding from the No Borders camp in Ventimigla:

– the opening of the French-Italian border and freedom of movement within Europe for everyone, both Europeans and non-European citizens. Why can Europeans easily come to our countries when in the same time we find our limits even at the inner-european borders?
– We are appealing to the public opinion of Europena countries- which have colonized Africa, making it a battlefield full of internal struggle, fed by corrupt leaders- to pressure their governments in order to stop the silence and the support of our governments by arms and weapons.
– We are demanding the revision of Dublin III to dislink the process of asylum seekers with their first country of arrival in the EU. In the country of arrival we are often forced to give our fingerprints, which ties our asylum seeking process to this country. Many of us have parents, family and friends in other European countries and we can not reach them according to this treaty.
– the treaty of Geneva will be respected and the guarantee of human rights that Europe is so proud of.
– we are asking to European governments since they are always talking about legality: is the violent and repressive behaviour of the border police legal? Are forced identification, mistreatment, blackmail, physical violence legal? Is the ongoing criminalization of us, that we encounter since we are in Europe, legal?
– we ask journalists to report our stories without stereotypes, to report the unhuman condition that we are forced to travel whithin Europe, and to report the brutal practices at the inner-european borders.

The welcoming that we expected from Europe we can only find in individuals, but not in governments. Together with the brothers and sisters of the No Border camp we claim freedom of movement and the opening of all the borders.

En juin le gouvernement français a decide de fermer la frontiere avec l’Italie. Pour protester contre ce blocage entre Menton et Ventimille, nous sommes restes sur les rochers a quelques unEs, demontrant notre volonte de poursuivre et revendicant la liberte de circulation et l ouverture des frontieres. Cette protestation a rallie des personnes venant de toute l’Europe.
C’est comme cela qu est né le Presidio No Border. C’est un espace de resistance autogeré dans lequel migrants et activistes vivent et luttent ensemble contre la violence des frontieres. Depuis juin, cette lutte se continue et chaque semaine le Presidio no Border manifeste devant la frontiere, face à la police contre les éxpulsions. Controles de police, arrestations, detentions extenuantes sont notre quotidien à la frontiere franco-italienne. Chaque jour, à la gare de Menton Garavan des personnes sont sorties du train au regard de la couleur de leur peau et déportées au poste de la Police aux frontiéres. Une fois là bas, ils elles sont enfermè-e-s dans des conteneurs sans eau ni nourriture ni informations sur leur situation. La Police dècide alors arbitrairement de les relacher en France ou de les renvoyer en Italie, créant un étrange “ping pong humain”.
Nous avons fui la répression de notre propre pays, recherchant une liberté qui nous est refusée une fois encore. Ce qui ce passe ici à la frontière franco-italienne est un autre obstacle mis sur notre chemin commencé sur les cotes Méditerranéennes. C’est là où le mythe de l’Europe, terre des droits de l’Homme est apparu dans toute son hypocrisie.
Où est la liberté dont l’Europe est si fiere quand elle erige des barrieres d’acier et d’indifférence? Qu’est-il advenu des droits de l’homme si la seule réponse aux demandeurs d’asile est leur expulsion?
On s’est échappé des camps de refugiés dans nos pays où nous n’avons aucune liberté de mouvement. Nous nous retrouvons maintenant en Europe où nous sommes traités de la meme maniere.
Nous avons fui, pour beaucoup, le Soudan où la Guerre Civile fait toujours rage, où des dictateurs corrompus fomentent des conflits ethniques, divisent le peuple et nous abusent encore et toujours.
Au Soudan il n’y a qu’un parti politique qui régit le pays depuis 26 ans. L’accès à l’education et à la santé ne sont réservés qu’à un trés faible pourcentage de la population. Chaque mouvement d’opposition est reprimé violemment et nous vivons notre quotidien dans la terreur. L’education n’est ouverte qu’aux proches du governement et la corruption est tellement monnaie courante que pour accéder aux soins on doit payer des bakshich.
En Erytrée le peuple vit dans la peur constante de la violence des forces armés du Governement. Le service militaire y est obligatoire pour garçons et filles à l’age de 14 ans.
Notre expérience est partagée par de nombreuses personnes, africaines et non africaines, qui toutes voient en l’Europe un refuge et la garantie d’une vie décente.
Face à cela, l’Europe garde le silence supportant de fait les gouvernements corrompus et contribuant donc aux situations locales. Elle ferme, dans le meme temps, ses portes a ceux-celles qui tentent de fuir ces regimes.
Depuis le camp No Border aVentimiglia, nous demandons a cette Europe:
– l’ouverture de la frontiere franco-italienne et la liberté de mouvement en Europe pour tous et toutes europeens ou non. Comment cela se fait-il que les europeens-ennes puissent entrer facilement dans nos pays quand nous ne pouvons meme pas passer une frontiere interne de l Europe.
– Aux pays europeens qui ont colonises l’Afrique, qui en ont fait un champ de bataille, rempli de conflits internes, nourris par des chefs corrompus, a l’opinion publique de ceux-la: faites pression sur les gouvernements afin de briser le silence et d’arreter le soutien a nos gouvernements par l’approvisionnement en armes.
– Nous demandons la revision du traite de Dublin III. Nous reclamons l’arret du lien systematique entre le 1er pays d’arrivee et le processus de demande d’asile. On nous demande trés souvent nos empreintes digitales a l’arrivée [afin de commencer la procedure]. Mais beaucoup d’entre nous avons des parents ou amis qui vivent dans un autre pays, pays que nous ne pouvons donc pas atteindre au regard de ce traite.
– Le respect du traité de Geneve et la garantie des droits de l Homme dont l Europe est tellement fiere.
– Nous demandons aux gouvernements européens qui rappellent toujours le droit et la legalité: est ce que les comportements violents et repressifs de la police sont legaux? Les identifications forcees, les mauvais traitements, les menaces, les coups et autres violences physiques sont-ils legaux? Est- ce-que le processus de criminalisation que nous subissons depuis notre arrivee est legal?
– Nous demandons aux journalistes de rapporter nos histoires sans stereotypes et nos conditions de voyage inhumaines auxquelles nous sommes reduit-e-s en Europe.
L’accueil que nous esperions de la part de l’Europe ne se retrouve que dans quelques individu-e-s, mais certainement pas de la part des gouvernements. Ensemble avec les soeurs et les freres du camp no Border, nous reclamons la liberté de circulation et l’ouverture de toutes les frontieres.

لن نعود إلى الوراء

في شهر حزيران قررت الحكومة الفرنسية اغلاق الحدود مع ايطاليا مخالفة بذالك اتفاقية “الشنغن”الاروبية. ردا على هذا الاغلاق بين “فينتيميليا” و “مينتون” (على الحدود الفرنسية الايطالية) قررت مجموعة منا المقاومة على الصخور البحرية (على الحدود). باظهار القدرة على عدم الاستسلام و البقاء على مبادئ الحركة و فتح الحدود.
في التظاهرة تجمع افراد من كل انحاء اوروبا. من هنا نشأت مجموعة “بلا حدود”، مساحة المقاومة و التنظيم الذاتي. و من هنا بدأ المهاجرين و المتضامنون بالعيش سويا. و معا يناضلون ضد الانتهاكات على الحدود.
من شهر حزيران التظاهرة لم تتوقف : كل اسبوع تظهر مجموعة بلا حدود امام الحاجز الحدودي ضد الشرطة الحدودية و ضد الرد العنيف من قبلهم لمنع الدخول (بدفعهم) ويتم ايقافهم بالحجز لفترات طويلة و مرهقة، و يحصل هذا الامر بكثرة في الحياة اليومية على الحدود الإيطالية الفرنسية بشكل يومي في محطة القطار في مدينة مينتون (محطة مينتون غارافان) الكثير من الناس يتم انزالهم من القطارات على اساس عرقي مبني على لون البشرة ويتم ترحيلهم الى مقرات الشرطة الحدودية وفي مقرات الشرطة الحدودية يتم احتجازهم لساعات، في كونتينرات مغلقة بدون ان يحصلوا على اي معلومة او حتى طعام، اعطباطيا و بدون اي خلفية قانونية او رسمية، الشرطة تقرر إن تركهم في فرنسا او تعيدهم الى ايطاليا. وبذالك اخترعوا لعبة البينغ بونغ البشري.
لقد هربنا (اللاجئين) من الظلم والاضتهاد في بلادنا الى اوروبا بحثا عن الحرية حتى نجد امامنا المزيد من الظلم والاضتهاد ضدنا.
ما حدث غلى الحدود الفرنسية الايطالية ما هو الا جزء بسيط من الرحلة مليئة بالمطبات و العثرات والتي بدأت على شواطئ البحر الابيض المتوسط، ومنذ البداية تحولت فكرة اوروبا و أسطورة ارض الحريات و ارض الحقوق و اظهرت جانبها المنافق و الكابت للحريات.
اين هي الحريات التي تزعم اوروبا دعمها و حمايتها واوروبا ذاتها تبني الاسوار والحواجز الشائكة بدون تفرقة؟ اين هي حقوق الانسان والحريات عندما تطرد اوروبا الطالبين اللجوء الانساني بدلا من استقبالهم؟
هربنا من مخيمات اللاجئين في بلادنا التي تمنع فيها الحريات اساسا ومنها حرية الحركة، حتى نذهب الى اوروبا التي تعاملنا بنفس الاسلوب.
الجزء الاكبر منا لجأ وهرب من السودان بلد تمزقه الحرب الاهلية، واستفاد القادة الديكتاتوريين من النزعات الطائفية لتغذية الحرب ومصالحهم، وقد قسموا الشعب واستمروا باستغلال قوتهم وصلاحيتهم.
في السودان هناك حزب حاكم واحد يحكم منذ 26 عام، و قد اصبح التعليم و الصحة و الحياة الكريمة حصرا على جزء بسيط من النخبة. كل اشكال المقاومة يتم قمعها بالقوة وحتى الحياة اليومية اصبحت مليئة بالرعب والارهاب. خطف، سجن، تعذيب: واغتصاب هي الادوات والوسائل التي تستخدم من قبل الحكومة والدولة للتحكم والسيطرة على اي نوع من انواع المعارضة.
حتى في إيريتريا نعيش نفس الوضعية، حياة مليئة بمخاطر مرتزقة الأسلحة، حيث يجبروننا منذ سن 14 على تقديم الخدمة العسكرية. وضعياتنا تتشابه إفريقيين او غير كنا، يرونا في أروبا شاطئ الأمان.

ومن مقر إعتصام “لا للحدود” بفنتيميليا، نطالب من أوروبا:

بالفتح الفوري للحدود الإيطالية-الفرنسية و حرية التنقل في داخل الفضاء الأوروبي لمن يحمل جنسية مغايرة للمنظومة الدول الأوروبية. لأن الأوروبيون يتنقلون بحرية في بلداننا.
على الدول الاوروبيه تحمل مسؤوليتهم الإستعمارية حيث حولو الأراضي الإفريقية إلى ساحات حرب بإشعال الحروب الداخليه التي هم سبب فيها والمواصلة في إفتعال هذه الحروب بدعم الحكام الدكتاتوريين وتسليحهم. كم نتوجه إلى الرأي العام بالضغط على حكوماتهم للتحرك الفعلي.
نطالب بإعادة النظر في معاهدة دبلن3 التي تعرقل الحصول على حق اللجوء حيث لا يمكن طلب حق اللجوء إلا عند اول بلد وقع الوصول فيه، كما الكف عن إجبارنا بأخذ البصمات بطريقة غير إرادية وحيث تنص المعاهدة على إعطاء البصمات في أول بلد أوربي وصلت إليها ويترتب على ذلك عجزك عن اللحاق بالأهل في البلدان الأوربية الأخرى.
نطالب باحترام معاهدة جنيف وضمان الحقوق التي تتدعي أوروبا مناصرة لها.
نسأل الحكومات الأوربية ، في الوقت الذي يطالبون فيه بالشرعية ، الإجابة عن المعاملات التعسفية والقمعية التي قامت بها قوات الأمن منها، سوء العاملة، التهديدات، الضرب، إستمرار تجريم اللاجئين الجدد.
نتوجه للصحافيين بدعوة إيصال صوتنا والتعريف بوضعيتنا والتنديد بالظروف الغير الإنسانية التي نعاني منها حتى في الفضاء الأوروبي.

الترحيب الذي كنا نحلمو به لم يتأتى من الحكومات بل من الأشخاص. بمعية الأخوات والأخوة لإعتصام “لا للحدود” نطالب بحرية التنقل وفتح الحدود.
