CHIAMATA NO BORDERS ALLA LOTTA INTERNAZIONALE PER LA LIBERTÀ DI MOVIMENTO – domenica 4 ottobre manifestazione a Ventimiglia
All’alba di Mercoledì 30 Settembre due ruspe e tre camion hanno distrutto in sei ore un luogo di solidarietà costruito in oltre tre mesi grazie al supporto dei migranti in viaggio e dei solidali di tutta Europa. Hanno pensato che oltre alle tende, alla cucina, alle docce, avrebbero demolito anche il cuore della lotta No Borders. Si sbagliano: il Presidio ha mostrato di valicare ogni barriera fisica e materiale contrapponendo alle barriere la costruzione comune di un territorio di solidarietà, relazioni e lotta internazionale per la liberà di movimento per tutte/i e contro ogni confine.
Quello che abbiamo visto accadere in questi mesi a Ventimiglia, avviene anche altrove: Choucha, Lampedusa, Calais, Parigi, per citarne solo alcuni. Sono altri luoghi di resistenza, posti di frontiera interni ed esterni della “Fortezza Europa”. Spazi di transito dove alla violenza del viaggio, dei maltrattamenti subiti dalla polizia e dai trafficanti, si unisce la violenza del confine materiale, una linea immaginaria militarizzata senza pudore. La violenza di un limbo in cui i migranti diventano pedine da ripartire tra vari stati in un gioco di ambiguità legislative. Vediamo un’Europa che professa libertà di movimento mentre Schenghen si riduce ad ennesimo dispositivo che rafforza le gerarchie tra chi è cittadino e chi non lo è e per questo rimane intrappolato nelle disposizioni di Dublino III, che vincola la domanda d’asilo al primo paese di arrivo.
Sappiamo bene che il controllo non è l’unica strategia messa in campo nella gestione della migrazione: quel che denunciamo, oltre alla chiusura dei confini, è il drenaggio classista e razziale dei flussi, attraverso cui gli stati cercano di accaparrarsi la manodopera più qualificata, talvolta creando un vero e proprio “business dell’accoglienza” in cui i rifugiati diventano possibilità di profitto per le cooperative, talvolta attraverso lo sfruttamento redditizio dell’illegalità, sistematicamente infine nello sfruttamento sul lavoro.
Meno di un mese fa scrivevano che a Ventimiglia non c’erano più migranti, e in poco tempo il nostro campo ospitava 220 migranti in transito. Oggi viene scritto che la giornata del 30 settembre, iniziata con uno sgombero e finita con la spartizione degli ottanta presidianti tra commissariato, carabinieri e Croce Rossa, “è stata una giornata di soluzioni”.
Il confine resta però chiuso e i migranti che erano disposti a rischiare la propria vita sugli scogli per rivendicare il diritto all’autodeterminazione, sono ora per strada.
I solidali restano con loro. Loro restano con i solidali. Resteremo uniti nella lotta finché “le soluzioni” pensate non portino all’apertura del confine: é questa la decisione che ha concluso la prima assemblea del No Borders Camp in esilio.
Distruggere le nostre cose, circondarci con centinaia di agenti e decine di blindati, non è una risposta al problema dell’abominio rappresentato dai respingimenti in frontiera.
I migranti arriveranno ancora, e le stesse violazioni saranno perpetrate. Ci hanno tolto casa ma non ci hanno fermato. Oggi siamo più forti, più determinati e ancora più uniti.
Chiamiamo con un appello internazionale chiunque sia convinto, assieme a noi, che la storia della lotta contro i confini sia solo all’inizio e che oggi, ancora più che ieri, sia il momento di gridare con tutte le nostre voci:

APPEL NO BORDERS À LA LUTTE INTERNATIONALE POUR LA LIBERTÉ DE MOUVEMENT – Manifestation dimanche 4 octobre 2015 à Vintimille
Ce mercredi 30 Septembre à l’aube, deux bulldozers et trois camions ont eu besoin de six heures pour détruire un lieu de solidarité construit pendant plus de trois mois par des migrants en voyage et des personnes venu les soutenir de l’Europe entière. Les autorités italiennes ont cru avoir détruit en plus des tentes, de la cuisine, des douches, le cœur de la lutte No Borders. Ils se sont trompés : le Presidio a démontré qu’il pouvait franchir toute barrière physique et matérielle, en leur opposant la construction commune d’un territoire de solidarité, de relations visant l’émancipation et de luttes internationales pour la liberté de mouvement et contre toutes les frontières.
Il y a un mois environ, les autorités ont déclarés qu’à Vintimille il n’y avait plus de migrants, et en peu de temps notre campement s’est retrouvé à héberger 220 migrants en transit. Aujourd’hui elles déclarent que la journée du 30 Septembre – qui a commencé avec une expulsion et s’est terminée avec la répartition des quatre-vint activistes et migrants entre commissariat, gendarmerie et centre d’hébergement de la Croix Rouge, “a été une journée de solutions”. La frontière elle, est toujours fermée, et les migrants qui étaient prêts à risquer leur vie sur les rochers pour revendiquer leur droit à l’autodétermination se retrouvent maintenant à la rue.
Les soutiens restent avec eux. Et eux restent avec les soutiens. Nous resterons unis dans la lutte jusqu’à ce que “les solutions” conduisent à l’ouverture de la frontière : voilà quelle a été la décision de clôture de la première assemblée du Camp No Borders en exile. Détruire nos affaires, nous encercler avec des centaines d’agents de police et des dizaines de véhicules blindés n’est pas une réponse au problème et à l’abomination des refoulements à la frontière.
Les migrants arriveront encore, et les mêmes violences seront perpétuées. Ils nous ont privé de notre maison, mais ils ne nous ont pas arrêtés. Aujourd’hui nous sommes encore plus forts, plus déterminés, et encore plus unis.
Notre appel est un appel international adressé à quiconque est convaincu, comme nous, que l’histoire de la lutte contre les frontières n’en est qu’à ses débuts, et qu’aujourd’hui, encore plus qu’hier, c’est le moment de crier de toute notre force:

At dawn on Wednesday September 30th two bulldozers and three trucks in six hours demolished a place of solidarity, built in three months thanks to the support of migrants and activists from all across Europe. They believed that by destroying the tents, the kitchen and the showers they would be able to destroy the No Borders struggle. They were mistaken.
The No Borders camp has shown that solidarity can overcome borders, contrasting the physicality of the border at Ventimiglia/Mentton with the inclusivity of the camp, a truly international site of struggle for the free movement of people.
What we have seen in Ventimiglia is happening elsewhere, in Choucha, Lampedusa, Calais and Paris: places of resistance, which represent the internal and external borders of Fortress Europe. The sites of crossing where the policing of the movement of people is at its most intense and most brutal. The violence of a horrifically violent journey culminates here, at these points of entry.
And the violence is not just physical. Kept in a state of legal limbo, refugees massed at the confines of Europe are being used as pawns in the political games between states, who waste time squabbling whilst people’s lives hang in the balance.
When the European Union professes its commitment to “free movement”, what does this really mean? The mechanisms allowing free movement within Europe, such as Shengen, are simply a means of enforcing the hierarchy between citizens and non-citizens. Asylum seekers have no freedom of movement whatsoever, the restrictive European asylum regime and the Dublin regulations are the mechanisms which apply to them.
Force and control are not the only strategies deployed by the European Union, as it oscillates between the complete shutting down of its frontiers and a racist and classist selectionism, as it attempts to seek out what benefits it can draw for itself from this humanitarian disaster. One aspect of this is the capitalist entrepreneurs in the reception states who seek to profit from the “business” of humanitarianism, vying for the funds set aside for the reception of refugees. Another is the exploitation of illegal migrant labour by states who refuse to regularise the status of migrants, because by doing so they are deliberately creating a pool of highly vulnerable easily exploitable workers.
Less than one month ago it was said that in Ventimiglia there were no longer any migrants, and yet the reality was that there have been up to 220 staying in the camp at any one time. Now they admit that on the day the camp was destroyed, a group of around eighty migrants who lived at the camp was broken up, with some being handed over to the police to be detained and others to the Red Cross. It was called “a day of solutions”.
The border is still closed, however, and the migrants who risked their lives on the rocks of Ventimiglia beach to claim their right to self-determination, have been forced onto the streets.
And we, as citizens of Europe who chose to give our solidarity, will stay by their side. We remain united in our struggle until their “solutions” stop coming and the border opens. This was the decision that was taken by the first assembly of the Ventimiglia No Borders camp in exile. Destroying our things and surrounding us with riot police will do nothing to resolve the misery that is being caused by this border.
More and more refugees continue to arrive, and the same violations are perpetrated everyday. The authorities may have taken our shelter, but they have not broken us. Today we are stronger than ever, more determined and more united. We are making this international appeal to all those who, like us, are convinced that this fight has only just begun and that now is the time to shout in unity with all our might:
