Il 7 Maggio Alfano è arrivato a Ventimiglia. Il ministro dell’Interno ha visitato il centro della Croce Rossa, vicino alla stazione ferroviaria e ha lanciato il suo piano per risolvere il “problema” dei migranti in città.

“Chiudere il centro e aumentare i controlli” questa la ricetta. 60 poliziotti in più e 60 militari per “sgomberare” la città entro domenica. Il progetto prevede di impedire alle persone di raggiungere Ventimiglia per tentare di attraversare il confine, intensificando i controlli a Imperia, Savona e Genova. Risolvere il problema “a monte” come auspicava il sindaco Ioculano, privare della libertà di movimento le persone già all’interno dei confini nazionali. “Se lo capiscono con le buone non partono, se non lo capiscono con le buone li faremo scendere prima” così dichiara Alfano, lo stesso uomo che pubblicamente affermava la necessità di “un modederato uso della forza” per prendere le impronte ai migranti. Il moderato uso di forza di cui parla il ministro significa tortura psicologica, uso di teaser e percosse come ci raccontano le persone che escono dagli Hotspot di Pozzallo e Lampedusa.
Chiudere il centro della Croce Rossa dunque, che era aperto solo per quanti erano disposti a farsi identificare e a fare domanda di asilo in Italia come prevede Dublino 3, rinunciando così alla possibilità di raggiungere amici, familiari in altre destinazioni. Un luogo già funzionale al piano Hotspot, un vero e proprio centro di identificazione al confine.
Centinaia di persone da qualche mese restavano invece per strada, tra polizia e passeurs, bloccati in città anche per lungo periodo. Abbiamo già denunciato le violenze e i soprusi che tanti hanno dovuto subire, le continue deportazioni di chi viene fermato dalla polizia anche a Nizza o Marsiglia.
Il piano Alfano mira a “svuotare” la città da chi vuole viaggiare. Come?
Mostrando i muscoli, rastrellamenti, identificazioni forzate e fogli di espulsione. Per ora.
Lo stiamo vedendo in questi giorni. Polizia e digos fermano le persone in viaggio, a piccoli gruppi per costringerle a lasciare le impronte. Una volta identificate quasi tutte queste persone ricevono un decreto di espulsione e per ora vengono rilasciate. Martedì, nell’arco di tutta la giornata, almeno 14 persone sono state prese dalla polizia o da agenti in borghese. Qualcuno è stato fermato in spiaggia, altri nel parco pubblico e alcuni sulla strada tra la stazione e la sede della Caritas, che distribuisce cibo. Sempre martedì, nel tardo pomeriggio, la linea ferroviaria tra Italia e Francia è rimasta bloccata per 40 minuti. Un gruppo di migranti ha provato ad attraversare il confine tramite la strada dei binari in pieno giorno. La caccia all’uomo del piano Alfano non ferma la determinazione di chi viaggia. Si prova, in ogni modo, ad attraversare il confine. Anche in pieno giorno e bloccando i treni.

Mercoledì in mattinata gli agenti, grazie alla pioggia battente, sono andati sulla foce del Roya dove molti migranti si rifugiavano per dormire, e hanno gettato via tutte le coperte e i vestiti chiamando quest’infame operazione “sgombero”. Intanto le persone si erano spostate verso un altro luogo più riparato, molti si tengono alla larga dalla stazione per la paura di finire nelle mani dalla polizia. Il numero delle persone fermate dalla polizia continua a crescere; per ora circa 15 persone sono state fermate e prelevate dalla polizia. Alcuni hanno ricevuto il foglio di espulsione. Molti di loro sono già stati identificati in altre città italiane, molti di loro hanno subito violenze. Sappiamo che alcuni hanno provato a resistere all’identificazione, una procedura che inficia la possibilità di chiedere asilo o regolarizzarsi altrove. Qualcuno, nei giorni scorsi, ha messo a rischio la propria vita, provando a darsi la scossa con un filo elettrico e poi bevendo l’inchiostro presente nell’ufficio del commissariato. Sappiamo anche che venerdì una persona di nazionalità eritrea fermata sul confine è stata picchiata dalla polizia di frontiera italiana, aveva i segni delle percosse, ha provato ad impiccarsi con un filo elettrico.

A Ventimiglia è in atto una vera e propria caccia all’uomo.

Uomini, donne e bambini senza i documenti giusti, che già dormivano per strada in condizioni disumane, vengono ora ufficialmente banditi dalla città. Sono loro la preda della caccia, i “criminali”.

Stare in silenzio di fronte a questi rastrellamenti, alle identificazioni massicce e alla distribuzione di fogli di espulsione è accettare un regime razzista. Criminalizzare queste persone, lasciare che su di loro si usi la forza è inaccettabile e disumano.
La soluzione di Alfano rivela il vero volto delle politiche europee in materia di immigrazione: rastrellamenti, detenzione e deportazioni. Non è più possibile voltarsi dall’altra parte, pensare che non ci riguardi. Bisogna scegliere da che parte stare.

On the 7^th of May Minister of Interior, Alfano, arrived in Ventimiglia: he visited the Red Cross Center, situated near to the train station, and launched his plan to solve the “problem” concerning the migrants in the city.

Recipe is clear: close the center and increase controls. 60 more police man and 60 military man were send to Ventimiglia in order to “evict” the city by Sunday. The project aims to prevent people from reaching Ventimiglia in order to cross the border, intensifying controls in Imperia, Savona and Genoa. To solve the problem “upstream”, using the words of mayor of Ventimiglia Ioculano, means to deny the people already inside the country of their freedom of movement. “If they understand that, they will not leave, if they do not understand that we let them down before, with any means necessary” said Alfano. Beforehand, he also publicly stated that there was the need for ‘a moderate use of force’ in order to take fingerprints from migrants. The ‘moderate use of force’ mentioned by the minister means psychological torture, use of teaser and beatings as showed by the people coming from the Hotspot of Pozzallo and Lampedusa.

Close the Red Cross Center, then. The center was already open only to those who were willing to be identified and to apply for asylum in Italy – according to the procedures of Dublin 3. This also meant that people had to give up the chance to reach friends and family in other destinations. Therefore, a place already conceived to apply the Hotspot plan, an effective identification center placed in town.

Hundreds of people preferred instead to remain on the street even for few months, between police and smugglers, stuck in town, sometimes for long periods. We have already denounced the violence and abuses that so many people have suffered, and the continuing deportations of those people arrested by the police in Nice or Marseille.

The plan Alfano aims to “empty” the city from those who want to travel. How?
By showing the muscles. In other words, through raids, forced identifications and deportation orders. Until now.
We see it during these days. The Police and Digos stop people traveling in small groups and force them to leave fingerprints. Once this is done, almost all of these identified people receive a deportation order and for now they are released. On Tuesday during the day, at least 14 people were taken by cops and undercover cops. Someone was stopped on the beach, and some others in the public park or on the road between the station and the headquarters of Caritas, (which distributes food). Always on Tuesday, in the late afternoon, the railway line between France and Italy has been blocked for 40 minutes. A group of migrants tried to cross the border through the tracks in bright daylight. The manhunt required by the Alfano plan will not stop the determination of those who travel. We try, in every way, to cross the border. Even in broad daylight and blocking trains.

On Wednesday morning cops, also thanks to persistent rain, have gone on the mouth of the river Roya, where many people took shelter to sleep, and threw away blankets and clothes. They called this infamous operation “eviction”. Meanwhile, people had moved to another more hidden place, many avoid the train station for fear of ending up in the hands of the police. The number of people stopped by the police continues to grow; for now about 15 people were stopped and taken by the police. Some received deportation orders. Many of them have already been identified in other Italian cities, many of them have suffered violence. We know that some have tried to resist the identification procedure, a procedure which impede the possibility of applying for asylum or to be regularized elsewhere. Recently, someone risked his life, trying to jolt himself with an electric wire. Then he drunk the ink in the office of the police station. On Friday, we also know that a person of Eritrean nationality was stopped on the border and beaten by the Italian border police. He carried signs of beating all over his body. He tried to hang himself with an electrical wire.

Literally a manhunt is now taking place in Ventimiglia.

Men, women and children without proper documents, which were already sleeping on the street in inhuman conditions, are now officially banished from the city. They are the prey of the hunt, the “criminals”.

To be silent while raids, massive identifications and distribution of deportation orders sheets means to accept a racist regime. To criminalise these people and let the force to be used on them is unacceptable and inhumane.
